Senate concurs with House on energy independence bill and sends it back to House

The Utah Senate concurred with House amendments to second substitute Senate Bill 224 (energy independence amendments) and passed the measure on Feb. 29.
Senator Sandel explained the changes the House made, including redefining 'electrical corporation' to 'large-scale electrical utility' so electric cooperatives are not unintentionally included, and capping the Fire Fund surcharge at no more than 5.9 percent and $3.70 per residential connection per month. The sponsor said the bill directs the Public Service Commission to continue to value proven, dispatchable energy sources in utility planning while protecting ratepayers.
After a brief floor explanation, the Senate passed the second substitute by a recorded vote of 21 yes, 6 no, 2 absent. The bill will be returned to the House for the speaker’s signature.
