Planning Commission recommends unfavorable action on proposed workforce‑housing zoning text

The Stratford Planning Commission voted to forward an unfavorable recommendation on a zoning‑text referral that would add a new Section 5.5 to permit residential workforce housing, after staff and commissioners said the proposal’s density conflicted with the town’s Plan of Conservation and Development (POCD).
Planning staff explained the town adopted a new zoning regulations document on Dec. 11 that already contains provisions addressing workforce housing. Jay Hibansky prepared a staff report concluding the Gold Coast Properties LLC draft would introduce higher density than the POCD envisions for areas expected to retain a small‑town character and would be inconsistent with land‑use, housing, conservation, economic development and mobility objectives.
A commissioner made a motion for an unfavorable recommendation to the zoning commission citing those inconsistencies; another commissioner seconded the motion and the commission approved the unfavorable recommendation by voice vote.
The planning commission’s action is a recommendation to the next reviewing body (the zoning commission). Staff noted the petitioner will also present related materials to the zoning commission next month; no ordinance was adopted by the planning commission itself.
