The Stratford Town Council approved three grant-authorizing resolutions, several contract awards and change orders, and then voted to enter executive session to discuss a potential settlement.
Grants and resolutions: The council authorized the mayor to apply for an $8,000 Connecticut Commission on Community Service grant to support a South End Community Center leadership program for high-school students (item 6.2.0.1). It also approved a DEEP composting grant application for $288,845 with a town in-kind match of $329,480 to implement a composting program (item 6.2.0.2). Council members expressed support for composting as a cost-saving and environmental pilot.
The council approved a DECD supplemental grant of $473,000 (item 6.2.0.3) to support Brownfields cleanup at 540 Long Brook Avenue (former Contract Plating Company) with no town match required. Council showed unanimous support for using state cleanup funds where eligible.
Contracts and change orders: The council awarded a Baldwin Center bathroom-upgrade contract to Olympus Construction for $114,000. It approved a Fairy Creek pump-station change order (#4) for $18,276 and a town-hall first-floor bathroom asbestos-abatement change order for $9,049.76; a five-year Mission Square contract was also approved.
Executive session: The council then voted to go into executive session to discuss a potential settlement and invited the mayor, CAO Timniak, certain town attorneys and the finance director to participate; the motion passed by voice vote.
Votes: Resolutions and contract actions were approved by voice vote or roll-call as recorded in the meeting minutes.
Next steps: Staff will proceed with grant applications and contract implementation; the executive session will address settlement details not appropriate for open session.
