Senator Grover, who presented the bill, said HB 3003 is intended to avoid voter confusion when multiple, similar district-formation options appear on the same ballot. He cited recent interest in the Alpine area of Utah County and said the bill would remove a duplicate "district option" from ballots, create a clear withdrawal process for interlocals and provide guidance on staggering board elections and division of assets.
"This bill is really looking to solve one primary issue, which is having two issues on the ballot that are similar in nature create ballot confusion," Grover said. He described the measure as an administrative clarification meant to make ballot questions clearer for voters.
The Senate voted at suspension of the rules; the motion to pass the bill succeeded and the bill will be signed by the Senate president and returned to the House for the Speaker's signature.
