Senate passes corrections bill to create reentry division; bill heads to House

The Senate on Day 17 passed third substitute Senate Bill 109, which sponsors say creates a corrections reentry division focused on preparing incarcerated people for reintegration beginning on their first day; the bill passed 28–0 with one absence and will be transmitted to the House.
Sen. Owens presented third substitute Senate Bill 109 as the product of roughly a year of work and a response to a statutory audit. He told colleagues the bill "creates a reentry division so that we are really focused on ... the first day that they enter into incarceration is actually their first day towards reentry into society."
There were no questions from members on the floor. The Senate called the question and, after a roll-call vote, President Adams announced SB109 had received 28 yea votes, 0 nays and 1 absence. The bill passed the Senate and will be sent to the Utah House of Representatives for consideration.
