The Utah House took up a broad slate of bills on March 3. Highlights of final floor actions and recorded tallies follow.
- House Bill 61 (amendments to county form of government): The House concurred with Senate amendments and passed final passage 71–0; the bill will be sent to the Senate for the president’s signature.
- Substituted House Bill 116 (Missing and Murdered Indigenous Women and Girls Task Force): The House concurred with Senate amendments (reducing task force membership from 17 to 9 and limiting elected official representation to two senators and one representative) and passed final passage 72–0.
- Second substitute House Bill 232 (Food revisions / agritourism): The House adopted language creating a uniform permitting box for farm‑based temporary events, allowing local health administration and inspections, and permitting limited use of noncommercial kitchens for permitted events. The bill passed 72–0 and will be transmitted to the Senate.
- Second substitute House Bill 158 (Data privacy amendments): The bill creates an affirmative defense for businesses that meet recognized data security standards in the event of a breach (not immunity). The House passed the substitute (voice / recorded 69–0 reported on the floor).
- House Bill 349 (Insurance modifications for living organ donors): Speaker presentation noted waiting‑list figures and insurance concerns; HB349 passed 42–23 and will be transmitted to the Senate.
- House Bill 360 (Interactive reading software amendments): This bill changes how the state board is compensated for managing certain reading software; the House passed HB360 66–0.
- House Bill 376 (Dropout prevention amendments): The bill provides flexibility for very small schools to meet dropout prevention requirements; HB376 passed 68–0.
- House Bill 423 (Controlled Substances Database Act Amendments): Amendment 1 aligned pharmacy side language with a Senate bill and added pharmacy techs and interns to CSDB access rules. The House amended and passed HB423 69–0.
Several other bills were read for the first time and referred to Rules. Members also removed HB398 from consent at members' request for further consideration and adjourned the House to reconvene March 4 at 10 a.m.
