House passes stormwater permitting bill to clarify roles for local agencies and builders

The Utah House on March 2 passed second substitute House Bill 226, a compromise measure that the sponsor called a clarification of roles between state regulators, cities and building interests on stormwater permitting.
"What my bill does is clarify the roles and responsibilities relative to a division of water quality and how storm water or flood control permits can be used to meet those requirements," Representative Snyder said in floor remarks introducing the measure, saying the bill also provides an outlet for builders who need redress if they are uncomfortable with specific low-impact development requirements. He said the fiscal note for the bill would be nominal — about $5,000 once finalized.
Supporters framed the bill as a technical fix after several rounds of amendment and negotiation. Representative Snyder told colleagues the bill represents "a little bit of context" and a compromise after multiple versions and agency work.
Voting opened with no debate; the House approved the bill 69–0. The bill will be transmitted to the Senate for consideration.
