The Utah House adopted multiple measures on Feb. 12. Key outcomes and brief descriptions follow.
• Senate Bill 15 — Mineral lease sunset removal: Sponsor Representative Hawkins said the bill removes a statutory sunset clause that applies to mineral leases. Debate was waived and the House passed SB15; the clerk announced the House vote as 71 yes, 0 no. The bill will be transmitted back to the Senate for further consideration.
• House Bill 221 — Municipal office residency: Representative Hawkins described HB221 as a municipal code cleanup requiring elected municipal officials who represent a district to reside in that district; if they move outside the district they vacate their office. The bill was uncircled, presented, summation waived and passed the House 72 yes, 0 no and will be sent to the Senate.
• House Bill 163 — Cultural stewardship: See separate article. HB163 establishes a Department of State History position to coordinate volunteer monitoring and protection of cultural and archaeological sites. Passed the House 72 yes, 0 no.
• HCR 8 — Ranked‑choice voting pilot recognition: See separate article. HCR8 commends Payson, Vineyard and Utah County for participating in the municipal ranked‑choice pilot program. Passed the House 67 yes, 2 no.
