House adopts committee reports and fast-tracks a package of technical and administrative bills
Summary
On Feb. 10 the House adopted committee reports, read multiple bills for first reading and passed a set of largely noncontroversial measures—including HB 36 concurrence, HB 218 (cloud-computing guidance), HB 22 (URS cleanup), and HB 173 (firefighter retirement changes)—mostly by unanimous margins.
The House adopted several standing committee reports and moved many bills forward on Feb. 10. Committee reports from Business & Labor, Education, and Health & Human Services were adopted and multiple bills were placed on the third-reading calendar. Notable actions and floor votes that were resolved with little extended debate included:
• House Bill 36 (concurrence with Senate amendments on election amendments) — motion to concur passed; final passage recorded as 73–0 and the bill will be returned to the Senate for signature.
• House Bill 218 (state government cloud-computing amendments) — sponsor Representative Handy described the bill as non-prescriptive guidance for the Department of Technology Services; House passed 73–0.
• House Bill 22 (Utah Retirement Systems administrative cleanup) — annual technical changes with fiscal note of $0; passed 74–0.
• House Bill 173 (firefighter retirement amendment) — adds new state wildland firefighters to the firefighter retirement system and orders a study of options for existing employees; passed 75–0.
Several first-reading bills were introduced and referred to the Rules Committee, and the chamber recessed until 2 p.m. for caucuses.
