Representative Perry, having voted on the prevailing side previously, moved to reconsider the bill and yield remaining time to a Utah County representative to present additional context. Representative Dott said the issue was complex and apologized for a rough presentation earlier in the process, urging colleagues to allow a few days for more information and consultation. The body agreed and the bill was circled; the clerk noted that when it returns to third reading it will be first on the board.
