House passes bill to direct portion of future education revenue toward guaranteed WPU increase

On June 18 the House passed HB 5011, a bill designed to protect a previously agreed increase in the weighted pupil unit (WPU) by directing 10% of future new revenue in the education fund toward meeting an outstanding $140.5 million commitment.
Representative Schultz, the bill sponsor, said the measure creates a pathway for the state to fulfill prior commitments to education despite current fiscal constraints. The mechanism would direct an off-the-top share (10%) of new education fund revenue to the WPU until the remaining obligation is satisfied; depending on revenue growth, that process could take multiple years.
Schultz told the chamber the bill was negotiated with education stakeholders and the Utah Education Association and that the approach provides greater certainty for education funding in future years. After brief floor debate without opposition the House passed HB 5011, 72-0, and it will be transmitted to the Senate.
