House moves fetal-alcohol prevention program into substance-abuse division and dedicates alcohol revenues

The Utah House passed a first-substitute to HB 148 to amend an alcohol-education program focused on drinking during pregnancy, move administration to the Division of Substance Abuse and Mental Health, add advisory-board oversight, and establish a dedicated revenue source from alcohol sales.
Representative Stankwist (transcript spellings vary) described fetal alcohol spectrum disorders and argued the program is "an ounce of prevention" that addresses a preventable birth defect with long-term societal costs. The substitute moves the program from the Department of Health to the Division of Substance Abuse and Mental Health and creates an advisory oversight role for the Utah Substance Use and Mental Health Advisory Council.
Several members pressed the sponsor on the funding mechanism. Representative Thurston and others asked whether the allocation represents a new tax or a reallocation of existing alcohol revenues; the sponsor replied the funds would be drawn from existing excess alcohol revenues that otherwise flow to the general fund and noted Parents Empowered is funded similarly. Representative Thurston warned against dedicating revenues in ways that circumvent the annual appropriations process and create funding that never has to compete.
Supporters including Representative Burton said the program's prevention aims justify the dedicated funding. The House approved the first substitute 51 yes to 18 no and transmitted it to the Senate.
