House unanimously approves clarification on merging and driver visibility (First Substitute HB 69)

First Substitute House Bill 69 passed the Utah House unanimously (69-0) on Feb. 3, 2021. Sponsor Representative Musselman described the bill as clarifying existing legal expectations for drivers merging from a lane that ends and for keeping windows and fields of view reasonably clear.
Representative Musselman recounted a recent incident in which a driver launched across his lawn after losing control and said the bill "clarifies 2 things that are already presumed in the law"—that drivers merging from an ending lane must follow standard lane-changing procedures (signal, check blind spot) and that motorists must maintain an unobstructed field of view (no frosted or muddy windows). Musselman told colleagues the transportation committee unanimously approved the language after minor adjustments.
The House uncircled a previously circled version of the bill earlier in the proceedings and voted to pass the first substitute; the bill will be transmitted to the Senate.
