The Utah House on Jan. 27 adopted HCR4, a resolution condemning the reported detention and mistreatment of Uyghurs and other human-rights violations in the People’s Republic of China, and urging protection of Hong Kong’s autonomy.
Representative Brammer said the resolution "condemns the Uyghur detention camps" and outlined allegations including mass detention, forced labor and restrictions on religion. Representative Bridal successfully moved an amendment to insert the word "Maoist" before the word "socialism" to make the language more specific; the amendment was adopted. The House passed HCR4 on a recorded vote (71 yes, 1 no) and the resolution will be transmitted to the Senate.
The resolution also encourages Utah schools that teach Chinese language and culture to include current-event instruction related to the reported abuses. Sponsors framed the measure as a statement on human rights rather than a change in state law.
