House approves requirement for state facilities to report monthly utility data

House Bill 131, presented by Representative Handy, passed the Utah House after floor discussion about data collection and energy management. The sponsor said the measure implements part of the Utah Roadmap’s goal that the state should ‘lead by example’ on energy use: each state facility must submit or verify that the division already collects monthly utility information for May 2021 through May 2022, with a July deadline for submissions.
Representative Handy said some campuses, such as Weber State University, have strong energy management, but many facilities lack data. He argued the statute is a management tool — "you can't manage what you can't measure"— and could enable the division to identify efficiency opportunities that save taxpayer money. Representative Albrecht spoke in support, endorsing potential taxpayer savings.
After waived summation, HB131 passed the House 72–0 and will be transmitted to the Senate.
