Votes at a glance: House passes packages on HHS recodification, agriculture, State Fair Park and other measures
Summary
On March 2, the House passed a slate of substitutes and recodification bills — including multiple Health and Human Services recodification bills, S.B. 259 (agriculture), S.B. 187 (State Fair Park), and others — largely by wide margins and returned them to the Senate for further consideration.
During an extended floor session March 2, the Utah House processed a package of mostly technical and agency-related bills and recorded final votes on several substitutes and conference reports.
Key outcomes on the floor included:
- S.B. 259 (Department of Agriculture and Food amendments, first substitute) — passed House 71-0. Sponsor Representative Albrecht said the bill cleans up multiple acts and creates conservation easement accounts to fund Land Conservation Board and UDAF administration.
- S.B. 187 (State Fair Park amendments, substitute) — passed House 71-0. Representative Schultz said changes let the State Fair Park enter development agreements and bond for projects so proceeds support operations without new recurring state funding.
- Health & Human Services recodification bills (various substitutes): S.B. 38 (first substitute) passed 69-0; S.B. 39 (first substitute) passed 71-0; S.B. 40 (first substitute) passed 71-0; S.B. 41 (first substitute) passed 72-0; S.B. 206 (first substitute) passed 71-0; S.B. 207 (first substitute) passed 71-0; S.B. 208 (first substitute) passed 72-0; S.B. 209 (first substitute) passed 70-1. Representative Ward presented the recodification series and explained timing and cross-reference needs.
- S.B. 258 (UpStart program administrative move to GOEO, first substitute) — passed House 59-12. Representative Schultz said the bill moves the program administratively to GOEO without changing funding.
- S.B. 173 (Alcohol Beverage Control Act amendments, fifth substitute) — passed House 69-2 (see separate article on S.B. 173).
- Third substitute, House Bill 380 (competency to stand trial amendments) — concurrence with Senate amendments adopted; House concurrence passed 70-0.
Most of the bills were procedural or technical recodifications intended to update statutory organization, cross references and administrative placements. Several sponsors waived lengthy summations; votes were recorded immediately after presentation and sometimes followed by short supportive comments from colleagues.
