House passes substitute bill clarifying governance of Utah medical cannabis program
Summary
The House approved a substitute for HB 72 to reorganize oversight of the state's medical cannabis program, clarify roles between agriculture and health agencies, create a nine-member advisory board, improve recordkeeping and extend the commission's sunset. The bill passed 73–0.
Representative Brooks presented a substitute bill reforming how Utah’s medical cannabis program is governed. He said the package makes no policy changes to patient use or substance rules and focuses instead on agency responsibilities, advisory input and recordkeeping.
"In this field, there is no policy changes," Representative Brooks said, stressing the substitute concerns governance and administrative clarity.
Brooks described the substitute as clarifying which responsibilities belong to the Department of Agriculture and which belong to the Department of Health, creating a nine-member advisory board with a balanced mix of stakeholders (including law enforcement, mental health specialists and qualified medical providers) and extending the commission's sunset to allow continued review.
No members sought further debate; the House voted to pass the substitute on third reading. For substitute HB 72 the chamber recorded 73 yes votes and 0 no votes. The bill will be transmitted to the Senate for additional consideration.
