Representative Birkland, sponsor, told members the bill raises the allotment teachers can request for classroom supplies — proposing $500 for elementary teachers and $250 for secondary teachers — to better address recurring out‑of‑pocket spending for essentials such as pencils, books and manipulatives.
Representative Roxanne Thurston questioned whether school districts already have sufficient funding via the Weighted Pupil Unit (WPU) and warned that without guardrails districts or teachers might misuse funds. Birkland said the proposal is a one‑time supplemental boost from stabilization funds and would require receipts to demonstrate classroom‑relevant spending. Several members, including Representatives Matthews, Briscoe and Brammer, supported the measure, citing teachers’ personal expenditures and the challenge of small districts.
The House adopted the bill by unanimous vote, 74 yes and 0 no, and the bill will be sent to the Senate for consideration.
