City staff presented a multi-year water and sewer capital program and explained the proposed utility fee changes the commission is considering. The manager said the utility capital plan lists roughly $15,000,000 in projects over five years: approximately $7.5 million in water projects (including an estimated $2,000,000 in anticipated grants) and approximately $9,000,000 in sewer projects. Staff described project categories such as chemical-feed modifications, filter upgrades, meter replacements, line replacements and electrical and PLC upgrades at the treatment plant.
The manager told commissioners that no water or sewer rate changes had been made since 2019 and that the city absorbed higher chemical and operational costs during recent years. Staff said the proposed increases are intended to fund prioritized capital projects; they also noted a projected decrease in utility surplus over the planning horizon even after the proposed increases and pledged that the utility revenues would be used for water and sewer projects only.
Commissioners asked for detail and public reassurance that fee revenues will remain within the utility funds; staff confirmed projects, grant assumptions and sample cost estimates for specific items such as tank painting and line replacements.
No final vote on rate ordinance text was taken at the meeting beyond the ordinance reading and approval of ordinance language as part of the larger package; staff will provide full ordinance text and follow-up information for public inspection.
