Mister Baker summarized the incident: while the fire department was training on a private hydrant, part of the water-supply line feeding the hydrant ruptured. He said review of video and arguments from property owners showed the hydrant was opened and closed faster than manufacturer recommendations, which can produce a "water hammer" — a pressure surge that can damage pipes. The rupture required plumbing repairs and substantial paving to restore the site.
Baker said the negotiated settlement covers the full scope of repair work performed by Mullen Plumbing and the paving subcontractor. He added that the dealerships have waived claims for business interruption, porta-potty rentals, interior property damages and other ancillary claims.
Committee members expressed that the settlement was reasonable; the resolution was moved and approved by voice vote.
