The Asbury Park City Council approved a series of resolutions and contract actions in its December meeting, including adoption of a Community Energy Plan, a traffic-signal design contract, a new solid-waste collection contract and several grant support authorizations.
Key votes included:
- Resolution 20 24 4 99: approved a professional services contract with T and M Associates to design and inspect a traffic signal at Grand and Sunset Avenues.
- Resolution 20 24 5 17: adopted the Community Energy Plan as part of the New Jersey Board of Public Utilities CEP grant program.
- Resolution 20 24 5 25 and 20 24 5 26: authorized support for a Green Communities grant (to fund a community forestry management plan and tree inventory) and for an Environmental Shade Tree Commission grant application.
- Resolution 20 24 5 27: authorized an application to the New Jersey Urban Enterprise Zone Authority for UEZ administrative assistance funds; an amount of $116,000 was cited as covering administrative expenses such as salary and stationary.
- Resolution 20 24 5 28: awarded the bid for solid waste collection services to Delisa Demolition Incorporated; council asked how the city will hold the vendor accountable over a heavier summer pick-up schedule and was told the Department of Public Works (DPW) will manage contract oversight and receive GPS logs from the vendor.
- Other approvals included DPW purchases (an electronic gate and a natural-gas emergency generator), a change order for the 2022 Roadway Improvement Program, repairs to a 2017 police vehicle, and an amended wastewater-plant equipment contract with GMH Associates. On the wastewater item, staff said federal funds and American Rescue Plan funds were not available and that the plant operating budget would cover the amendment.
Most resolutions passed by unanimous voice vote. One item, Resolution 20 24 5 34 (a second amendment to a lease agreement with New Singular Wireless PCS LLC), passed with a single recorded 'No' vote from Council member Chapman.
