The committee considered House Bill 4904, which would protect property owners who allow motorcycle safety or instructor training to occur on their property from civil liability for incidents during instruction, except in cases of gross negligence, recklessness or intentional misconduct.
Advocates argued that liability concerns have reduced the number of available training sites (testimony cited a decline from about 90 to about 60 locations statewide), making it harder for new riders to receive required training. Royce Poinsett told senators that restoring liability protections will increase the number of training locations, produce safer riders and help licensing compliance.
The committee closed public testimony and reported HB 4904 favorably to the full Senate.
