Select Board appoints Thomas Zine to fill interim Planning Board vacancy

The Falmouth Select Board on Nov. 4 appointed Thomas Zine to a Planning Board seat through May 2025 following interviews of three candidates.
Zine, who said he holds a construction supervisor license and has experience in the military and the criminal justice system, told the board he supports workforce housing measures and described his view of the Planning Board as a role that balances progress and protection for abutters. "I see the planning board in a similar way," he said, arguing that changes to accessory apartment and ADU language can help address housing needs.
Members pressed candidates on their familiarity with town zoning and the comprehensive plan. Zine said he had attended recent Planning Board meetings and reviewed warrant articles and amendments. In response to whether he would run in the May 2025 election if appointed, Zine said he would.
After board members asked questions and the Planning Board offered its comments, the Select Board took a voice vote. The chair announced that Zine received the most votes, 8 to 3 over Mr. McCaffrey, and welcomed him to the Planning Board; Zine will be sworn in before the next Planning Board meeting.
The appointment fills the current vacancy until the May 2025 election. The Select Board and Planning Board noted continuing priorities for town planning included workforce housing, coastal resiliency and aligning the comprehensive plan with the town’s strategic plan.
