Council discussed and agreed to place a resolution on the agenda to authorize a Community Development Block Grant (CDBG) application for Grove Street Park at the Dec. 17 meeting. Staff said the borough plans to apply for $250,000 and that a typical CDBG match is about 20 percent of any award.
An environmental/parks-oriented council member recalled earlier comments suggesting Grove Street Park was well-suited for ADA-compliant features and proposed that an accessible bathroom be included. Staff noted eligibility constraints for CDBG projects: priority for public facilities that primarily serve senior citizens or disabled residents because census tracts in the borough do not, by themselves, qualify for CDBG funding.
Council indicated that Colliers would be formally authorized to submit the grant application on the borough's behalf. The engineering code and grant item numbers were identified for bookkeeping (engineering 540; grant 541) and staff asked the administration to add those items to the agenda for consideration.
If awarded, staff said the borough would match the grant at 20 percent and proceed with project design and construction through the engineering allocation. Council members framed the project as improving accessibility and family use at the community garden and connected pathways within Grove Street Park.
