The Select Board on Dec. 2 authorized town staff to negotiate a one-year extension with Troon/Indigo for the Falmouth Country Club and directed staff to issue a new request for proposals in the first half of 2025.
Town staff reported the town received no proposals to its recent long-term lease RFP and that the initial minimum financial thresholds in the RFP likely discouraged potential bidders. Staff told the board that reissuing the RFP with adjusted terms is necessary, and recommended negotiating a one-year extension with the current operator to avoid a service gap while pursuing a long-term solution. Staff estimated the one-year extension would result in roughly $300,000 less revenue to the town under Troon’s proposed revenue-share threshold and financial structure.
Town counsel and procurement staff discussed complications tied to altering lease terms for a multi-year extension; staff said negotiating a single-year modification and then re-running a competitive RFP was the appropriate approach under procurement rules. The board voted unanimously to authorize staff to negotiate final terms with Troon and to bring a final agreement for board vote on Dec. 16, and to issue a new RFP in early 2025.
Board members and staff discussed golf-cart leasing obligations and the importance of including cart-lease responsibilities in future RFP requirements so a future operator must assume those contracts. The board asked staff to return with negotiated terms and a recommendation for whether to accept a one-year deal or pursue other options.
