Falmouth board hears plan to pilot food trucks, relocate beach office amid erosion concerns

The Falmouth Select Board on Oct. 21 heard a Beach Committee proposal to pilot mobile food services at select beaches in 2025 and to relocate Beach Department administrative facilities to a town-owned building at 10 Pumping Station Road.

Beach Committee members said the move responds to storm vulnerability and the deteriorating condition of permanent concession buildings. "The present buildings are deteriorating at a rapid pace, and they're not evacuatable when we have emergencies," Beach Committee member said, urging mobile vendors that can be pulled away before storms. The committee recommended four vendors rotate among four staffed beaches in 12-week coverage blocks, with vendors spending three weeks at each site and operating eight hours per day.

Committee Chair Barbara Schneider outlined season metrics and coastal erosion findings, including drone surveys that showed roughly one foot of shoreline loss at several sites over the past year. Schneider also noted two incidents of threatening or abusive conduct toward beach employees this summer and urged board support for staff protections and continued investments in wages and training.

Several longtime concession operators and employees told the board they support improved food access at beaches but raised operational concerns. Benjamin Wood, operator at Old Silver Beach, said incumbents have invested heavily over years—"Over the past 3 years alone, I paid a hundred and $5,000 in rent"—and that food-truck staging and turnover at busy lots present safety and logistical challenges. Mike and Linda Bullard, current operators at Surf Drive and Falmouth Heights, described tight parking geometry, water and power access, and peak-season traffic as constraints that need solutions before a full transition.

Town staff and committee members said existing concession contracts ended after Labor Day and that any mobile-vendor program would be procured through a request for proposals; they proposed a one-year pilot to measure revenues and operations and to design minimum bids intended to replace lost town rent. Town staff also said they would prepare enforcement and complaint-handling procedures similar to current arrangements.

On facilities, the Beach Committee proposed repurposing a vacant town-owned building at Pumping Station Road to provide year-round office, storage and meeting space; committee members and staff said refurbishment would likely require a substantial capital outlay and additional study but offered the location as more central and less vulnerable than existing buildings.

The Select Board did not take a vote on the pilot or relocation but asked staff to study financial and traffic implications and to return with draft procurement language and community engagement plans. The Beach Committee emphasized a preference for local vendors and a short initial contract (one year) to allow adjustments.

The board also directed staff to work with DPW and police on safe access planning and asked the committee to include incumbent operators in outreach as procurement language is developed. No implementation date was set; committee members estimated the earliest full transition would require another season of planning and permitting.
