The Town of Falmouth Zoning Board of Appeals continued multiple matters, granted a withdrawal and emphasized stricter adherence to submission and staking rules.
Chair Suzanne Murphy and board members repeatedly told applicants the board must be consistent with the seven‑day filing rule after staff reported late plan submissions for several cases. A motion to continue multiple hearings, including Sullivan/Melrose and 214 Gifford Street, to November 21 passed by voice vote.
Board members expressed frustration with repeated late filings and staking errors. One member warned applicants directly: “if the applicants don't abide by our rules, they can guarantee a no vote out of me every time,” and said late materials would prompt a no vote in the future. Staff and the board urged applicants to call for continuations in advance rather than presenting incomplete files at the meeting.
The applicant for a property at 23 Old Barnstable Road (application on the record as Tiago/Thiago Racilian) was delayed in arriving and asked to reduce the proposal from three units to two to avoid sprinkler requirements; the board agreed to wait and reschedule as appropriate. Separately, an applicant who had converted units without full permits withdrew their application without prejudice and was told to return with corrected plans and appropriate building permits; the building department will manage enforcement and fines if needed.
The board set or confirmed future hearing dates (including a November 7 slot for 28 Whitecaps Drive) and closed the meeting after a formal adjournment motion.
