Road & Bridge updates: FEMA repairs, culverts, quarry blasts and Evergy permit reviewed

Road & Bridge staff reported progress and outstanding work on multiple fronts. Staff said for FEMA repair work there remain non‑RS road spots (11 remaining as described during the update), debris spots (6 remaining) and culvert repairs (43 total with 5 remaining). They said four mitigation spots remain under negotiation with FEMA and expressed hope the majority of work will be completed by the end of the year or shortly after.
Staff also said Elm Creek paperwork is being finalized for state submittal to clear overburden, that Blake Quarry has overburden removed and a tentative blast is scheduled for January (weather permitting), and that snow‑removal equipment has been inspected and staged—one truck is in the shop with a mechanical issue but four will be available with a fifth expected after the new year.
On permits, staff said an Evergy permit to run lines beyond city limits toward Limestone and Uniontown is currently on hold; commissioners requested an engineering review of site triangles at intersections before signing any permit to ensure visibility and limit liability. Staff also reported an interlocal agreement returned from Bronson and asked whether the commission wants legal review before execution.
