Commission expands interlocal road services, approves utility permit and hears FEMA damage update

The Bourbon County Commission on Nov. 14 approved extending an interlocal agreement to incorporated cities under KSA 12‑2908 to allow the county to provide asphalt production and rock services to interested cities, following a presentation on production costs and capacity by public works staff.
Public works staff reported cost figures used in the interlocal analysis (examples cited: asphalt install ~$80/ton, county production cost estimated at ~$68/ton and rock at $4/ton delivered at $10/ton), and said a motion to extend interlocal services to incorporated cities passed by voice vote.
The commission also approved a utility construction permit for Propcan Telephone Cooperative to install underground fiber from Hyattville toward Arrowhead and received a FEMA damage assessment update: staff reported 706 road damage issues from April/May floods with 647 completed and 59 remaining, plus a brush pickup program with 165 of 202 locations completed.
Commissioners discussed scheduling and capacity to assist small cities and asked staff to take time availability into account when offering services to municipalities. The commission also set dates for an anticipated landfill budget amendment (presentation Dec. 5; public hearing Dec. 19).
