Rosenfelds propose to raze and rebuild Beckles Road home; hearing closed for decision drafting

Mark Dibb of Capen Islands Engineering presented a notice of intent on Sept. 25 seeking permission to demolish an existing dwelling at 41 Beckles Road and construct a new single‑family house with a carriage house, patios, and a relocated path. Dibb said the primary house footprint sits mostly outside the B‑zone but noted small portions of a patio and carriage house would be within the buffer; the proposal triggers about 719 square feet of development in the B‑zone and the applicant proposes roughly 1,440 square feet of mitigation planting.

Commissioners and staff questioned mitigation details, especially proposed tree locations and invasive‑species control on planting areas that lie under tree canopy. Dibb offered to return with a more detailed invasive‑species management protocol or an amendment prior to implementation if the commission required it. Commissioner Courtney asked about accessory guest house size and Dibb said the guest house footprint is 944 square feet and will meet zoning requirements.

After discussion the commission voted unanimously to close the hearing and take the matter under advisement. Staff and the applicant agreed an invasive‑species management plan and planting details would be added as conditions or via an amendment before final implementation.
