Chuck Rowland of Capon Islands Engineering presented a revised plan for R&B Development LLC at 134 Monont Road on Sept. 25, describing roughly 320 linear feet of stone revetment repair and modest expansion landward to reduce erosion during storms, as well as restoration of vegetated buffer areas. Rowland said the proposal includes restoration planting and a small beach nourishment zone of about 10 cubic yards adjacent to the revetment, with less than 600 square feet of in‑water impacts in the most constrained cross section.
Staff told the commission that the applicant reduced the scope to avoid staging on the dune and had adjusted the footprint after staff input. Fallon (staff) said remaining staff concerns would largely mirror Division of Marine Fisheries comments: time‑of‑year work windows, salt‑marsh protection and low‑tide work restrictions. Commissioners asked technical questions about lifespan and construction; Rowland explained the revetment work and that the intent is to stabilize the bank and reduce future erosion. There was no public chat comment on this item.
After discussion, a commissioner moved to close the hearing and take the record under advisement; the motion carried unanimously. The commission indicated it will draft permit conditions consistent with DMF recommendations and other protections for salt marsh and tidal resources.
