Applicant to rebuild foundation at 44 Wacoit Landing; commission asks for revised architecturals

Representatives for Scott and Agnieszka Dresser asked the Falmouth Conservation Commission Sept. 18 for an amendment to a previously approved plan that would allow the house at 44 Wacoit Landing to be torn down and rebuilt with part of the house set on pilings in the FEMA V zone.
Mark Dibba of Capen Islands Engineering told the commission the builder had recommended replacing the foundation and raising the portion of the house in the V zone on open pilings. Staff confirmed they had received foundation-level drawings but not full architectural plans showing that the V-zone portion would be open piles with no paneling. Jen, conservation staff, said the lack of complete architecturals required a special condition and asked the applicant to provide full plans for the file.
"Open piles, no paneling," Jen said when describing the condition staff would include if the commission approves a future filing. Commissioners pressed the applicant to submit final architectural drawings that explicitly show the proposed piles and any enclosed storage or 200-square-foot enclosed areas; the applicant agreed to provide revised architecturals and the board agreed to continue the matter to Sept. 25.
The commission did not vote on the amendment itself but accepted staff's plan to condition any approval on receipt of detailed architecturals and a clear depiction of the rebuild on piles. The continuance was unanimous.
