The Bourbon County Commission voted July 15 to set a proposed mill levy of 59.907 and to notify the public that the county does not intend to remain revenue neutral.
Commissioner (S1) moved “that we leave the mill at 59.907” and added that the motion should state the county would not stay revenue neutral. Commissioner (S10) seconded the motion; Commissioners voted by voice to approve the motion.
The county’s CFO, Susan Walker, told commissioners the revenue-neutral rate would be 56.761 and that the previously presented proposed levy had been 62.439. Walker said the board can send an intent (RNR/R&R) filing to the county clerk by the deadline and then hold work sessions in August and September to trim department budgets before the hearing.
Why it matters: the mill levy decision frames how much property tax revenue the county plans to collect and sets the top-end for budget planning. Commissioners discussed trimming departmental budgets and preserving roughly $400,000 in cash reserves while balancing required increases such as judicial and personnel costs.
