Multiple residents and interested parties addressed the Zoning Board regarding the 40B proposal at 19 North Falmouth Highway. Robert Pina, speaking for the project proponents, read from technical reports and said a ScienceWares/Ed Eichner assessment shows the parcel is not in a defined nitrogen‑sensitive watershed and therefore would not be subject to Title 5 denitrification mandates tied to those zones. Pina said he would submit supporting letters and documents to the zoning administrator for the peer reviewer to consider.
Several speakers from the public raised adjacent concerns. Phyllis Littleford said her home at 15 North Falmouth Highway is historically designated and asked the board to ensure the peer reviewer examines impacts on historic properties, boundary markers and entrance alignment. She requested that the applicant not use a curved entrance that would encroach on what she asserted as an established property corner.
Mason Wilcox urged the board to require a 21E environmental site assessment because of past commercial/mechanical uses on the property and cited recent local traffic incidents and rollovers that make driveway placement a safety concern. Multiple speakers asked for the peer reviewer and town staff to confirm whether water quality, septic mandates or coastal pond overlay provisions apply to this parcel.
The board accepted these public submissions for the record and formally continued the 19 North Falmouth hearing to October 17 to give the peer reviewer time to review new materials and to permit staff to circulate updated referrals from the Board of Health and Water Quality Management.
