Bourbon County EMS reports call-volume details; clerk presents Office365 renewal

Terry Halsey, the county's emergency services director, described the difference between billable calls, canceled responses and "dry runs," reporting 98 dry runs last month. Halsey explained that standbys—such as staffing for structure fires, rodeos or search warrants—are billed under set fees and that personnel who respond are compensated at their hourly rate with a two-hour minimum on standby calls. Halsey also announced a $3,000 Walmart grant for first-out bags and thanked REDI for assistance acquiring the grant.
County Clerk Jennifer Hawkins presented a renewal quote for Office365 with a total cost of $10,007.18 and asked the commission to approve the contract. A motion was made, seconded and the commission approved the renewal by voice vote.
Earlier in the meeting commissioners moved into a 10-minute executive session to discuss a personnel matter involving individual non-elected personnel, citing the relevant KSA provision. The board recessed and returned at the stated time.
What happens next: EMS will continue public reporting and implement new equipment purchased with the grant; clerk's office will complete the Office365 renewal paperwork and the personnel matter will remain confidential per statute.
