Town manager announces clerk succession, bond earmark wins and regulatory changes for cannabis deliveries

Town Manager provided several personnel and project updates at the Select Board meeting on Dec. 9.
Personnel: The town manager announced that Jen Davis, currently assistant town clerk, has been selected to succeed Town Clerk Mary Anne Staple upon Staple's retirement on Feb. 14, 2025. The manager said the selection followed a structured succession plan and unanimous agreement among interviewers.
State regulatory change: The manager summarized recent action by the Cannabis Control Commission that allows single-employee delivery vehicles for cannabis products when the wholesale value is $5,000 or less; deliveries above $5,000 up to $10,000 still require two employees. Delivery hours were extended from 7 a.m. to 11 p.m., and delivery-license holders may control multiple delivery operator and courier licenses.
Bond earmarks and capital projects: The manager reported progress on legislative earmarks: an economic development bond bill was passed that includes a $2 million authorization for the Council on Aging project and a $250,000 earmark for transit-oriented (TOD) parkway improvements. He said the town will review final bill language to determine allowable uses, including whether funds may be used for demolition or design.
Other updates: The town—s emergency water sale to Attleboro is now active following the booster pump commissioning; the police department is progressing through accreditation phases and may receive an initial award in February pending commission vote; a cell-tower Request for Proposals has been filed with DEP by Tarpon Towers for a Mansfield Green site and permitting is underway.
Why it matters: the clerk succession fills a key administrative role; the earmarks could provide capital funding for senior services and TOD improvements; and the cannabis and cell-tower updates reflect regulatory and permitting developments that may affect local operations.
The manager closed by inviting the Select Board to an employee appreciation luncheon planned for Dec. 9.
