Select Board endorses warrant articles that include $24M water borrowing for PFAS remediation

At the December session, Mansfield staff reviewed the special town meeting warrant packets and the Select Board voted to support Articles 1 through 18 to appear at the Jan. 9 special town meeting.

Staff highlighted multiple capital and borrowing motions in Article 5: Motion 1 would appropriate $1,125,628 from free cash for various CIP projects; Motion 2 would authorize $1,200,000 in school borrowing for the Jordan Jackson chiller replacement; Motion 3 is a proposed $24,000,000 water borrowing to fund PFAS remediation at the Albertini Well; and Motion 4 would authorize $1,400,000 in water borrowing for PFAS remediation at the Dustin Prescott well. A staff presenter said the details are in the motions and that many of the funding items are proposed to be financed through borrowing, free cash, or enterprise reserves.

Those warrant motions followed remarks earlier in the meeting in which the town manager said the town has submitted PFAS remediation expenses in the 3M/DuPont class action and expects a total recovery (before expenses) of about $4,800,000 to offset local remediation costs. The town manager also warned that borrowing requests for PFAS work and other capital needs raise the stakes of the FY26 budget conversation and will be on the Jan. 9 meeting agenda.

The Select Board voted to support the warrant articles as presented and to sign the warrant for posting. Staff and board members asked that routed approvals and departmental reviews be completed before articles proceed to Town Meeting.

Next steps: Town staff will finalize motion language and financial documents for Town Meeting and provide updated fiscal impacts for voters and the board ahead of the Jan. 9 special town meeting.
