Mansfield board approves 4% sewer-rate increase to shore up FY25 revenue

Mansfield’s Select Board voted unanimously on Nov. 6 to increase sewer rates by 4%, effective immediately on Nov. 6, after staff reported the town was not meeting FY24 sewer revenue estimates and faced a projected shortfall relative to FY25 targets.

Staff told the board that because FY24 actual sewer receipts were lower than expected, the Department of Revenue examines the percent change between actual FY24 and estimated FY25 enterprise receipts when certifying the municipal tax rate. Finance staff and DPW said that gap amounted to roughly 6% and that the board had previously approved a 2% sewer increase in April. To raise the additional revenue needed to meet FY25 estimates and to avoid transferring costs to the general fund, staff recommended a further 4% increase (additional to the April increase). The finance presentation estimated the increase would generate about $112,000 over the remaining eight months of the fiscal year.

Board members asked whether the shortfall stemmed from lower volumes (weather effects) or treatment costs; staff and DPW described lower usage and the interplay between water and sewer billed volumes. After brief discussion, a board member moved to adopt the 4% increase (effective Nov. 6), the motion was seconded and approved unanimously.

Why it matters: Enterprise funds such as sewer are expected to be self-supporting; shortfalls can pressure the general fund. The rate increase is intended to secure revenue needed for FY25 estimates and for Department of Revenue certification.

What’s next: The new rates take effect immediately; staff will update billing and communicate the change to customers.
