Council approves equipment purchases and joins regional waste and recycling bids

On March 27 the Pepper Pike City Council authorized multiple municipal purchases and signed on to regional solicitations for waste and recycling services.
Council approved a resolution to participate in a consortium to solicit bids for solid waste transfer and disposal services. Staff (Unidentified Speaker 5) explained the consortium is composed of cities that haul their own trash; the group issues a regional solicitation every four years. The presiding official moved the resolution and council adopted it by roll call.
Council also adopted Resolution 2024-07 authorizing participation in recycling processing solicitations. A councilor (Unidentified Speaker 11) asked about paper-only voluntary bins and small revenue streams; staff said payment terms had changed and county engagement affected those arrangements.
The council approved several acquisitions for the service department and public works: authorization to purchase a Kubota utility vehicle available under a Sourcewell contract (staff quoted a price in the neighborhood of $22,465 and said the purchase fits the budgeted amount), and approval to buy a 2023 Ford F-150 that had been returned to the dealer at roughly $37,075, saving several thousand dollars compared to the state bid price. The presiding official explained the truck would replace a high-mileage vehicle and staff said they will seek a grant to fund a lift gate.
Council also approved work to televise and clean the Fairmount storm sewer. Staff (Unidentified Speaker 13) said two bids were submitted; the low bidder, United Survey, quoted approximately $45,002.52 and the other bid was within roughly $1,000.
Each of these items was advanced on a motion and approved by roll call during the March 27 meeting.
The approvals are operational: contract awards and purchases will proceed through the city’s procurement and finance processes and staff said they expect delivery and work to occur according to the vendors’ schedules.
