Mansfield board authorizes request for quotes for HR policy review

The Select Board voted unanimously on Sept. 18 to issue a request for quotes to hire an outside consultant to audit and update the town—9s human-resources policies. The board—9s discussion identified legally required policies — including anti-harassment, discrimination and retaliation, FMLA, ADA, CORI, drug-free workplace, military leave, pay equity and FLSA — and a longer list of best-practice policies such as workplace violence prevention and remote-work protocols.
"HR is one of our biggest exposures," one Select Board member said during the discussion, urging an outside reviewer to ensure the town is up to date with current state rules and regulations. Board members debated the procurement method (request for quotes vs. an RFP, which under Massachusetts procurement thresholds applies at $50,000 and above) and asked staff to solicit scopes and cost estimates before committing to a budget.
Speaker 2 moved to issue a request for quotes for an HR policy review; Speaker 7 seconded. The board voted "Aye," and the chair recorded the motion as carrying 5-0. Staff said they will prepare the solicitation and share templates and examples from other towns before circulating it to the board.
