The Planning Commission approved a zoning variance July 2 to allow a mobile home on medium-density residential property at 2921 Venacher Road, subject to a permanent/engineered foundation and required flood-venting measures.
Staff said Josie Parrott submitted the variance and that a packet included photos of the proposed unit and maps showing the floodway. Staff noted outreach (15 landowner notices and signage) and that seven response forms returned in approval, and recommended approval.
Commissioners asked why a mobile home was proposed rather than stick-built; a commenter replied "Cost" and staff said the applicant is a single mother "trying to get on her feet." Commissioners discussed foundation treatment, flood vents and elevation. One commissioner noted preliminary site work indicating the existing concrete pad was slightly below base flood elevation and that modest elevation and foundation work would address flood concerns.
The commission approved the variance by voice vote. Staff said utilities will be elevated and the unit’s serial number will be taken so it will be taxed more like a stick-built structure once placed on a permanent foundation.
