The Sturgis Common Council voted July 29 to adopt a job description for a city administrator position and authorized staff to finalize posting logistics after Title 7 is adopted.
Lisa (human resources/employee relations) presented the draft job description and recommended adding supervisory and review elements. Council members pressed for clarity on how the administrator would be reviewed and who would conduct reviews; councilors said the process should be clear to candidates. Legal and HR staff said review timing and processes are often placed either in an employment agreement or in policy but that a short, explicit line noting "subject to periodic performance reviews" could be included in the job description. Staff confirmed the posting would return to the council on August 19 for permission to advertise.
Jim moved and Nick seconded adoption of the job description. The council approved the motion and recorded 'Yes' votes from attending members.
Council members also suggested moving key leadership items (economic development and financial management skills) higher in the description and clarifying responsibilities that might overlap with other department roles. Staff agreed to edit manager/administrator wording and remove residual references to an earlier 'city manager' role before posting.
