Bronco Rally: Council approved a resolution authorizing a street closure (Fourth Street to Harley Davidson Way, plus adjacent alleys on Third Street) and an open-container boundary for the Bronco Rally 'Show and Shine.' Staff said organizers expect 60–100 vehicles and will place barricades; organizers will handle the road closure logistics.
Zoning at 1901 West Jody: The council approved the second reading to rezone 1901 Jody Street from medium-density residential to "mobile home 1," allowing two existing mobile homes on the property to remain. Planner Dave said 21 landowner response forms were returned with three denials.
Mead County Housing alley drainage: Council received an engineering study and a written request from Mead County Housing asking the city to cost-share 50% of drainage improvements adjacent to a high-rise. Lori Hoppe, executive director of Mead County Housing, described longstanding drainage and stagnant-water issues. The council voted to send the request to the infrastructure committee for placement consideration in the five-year capital improvement plan (vote: five yes, two no).
Resolution on Initiated Measure 28: The council approved Resolution 2024-47 opposing Initiated Measure 28 (a proposed repeal of a 4.2% grocery sales tax), citing potential unintended consequences and an estimated revenue loss to the city of more than $700,000 if the measure passes. The city referenced an attorney general opinion allowing municipalities to take a position.
Sturgis Soccer tournament: The council approved a request from the Sturgis Soccer Association to use the soccer fields and adjacent parking areas for a multi-day tournament; staff said last year's event brought about 5,200 visitors.
Claims and consent: Council approved the consent agenda and approved claims after removing a questioned $409.98 item for further review. An executive session was scheduled to begin at 8:30 p.m.
