The Sturgis Planning Commission voted Tuesday to approve a preliminary plat and a zoning change that will allow two existing mobile homes to remain at 1901 West Jody.
Staff presented the application on behalf of property owner Roy Jones, saying the parcel (described as Tract M of the McKee Addition) is currently zoned Medium Density Residential and is nonconforming because the mobile homes are not on permanent foundations. Staff said Jones had separated utilities for each home and submitted both the preliminary plat and the rezoning application.
Staff told the commission that 21 landowner response forms were sent, with four returned in approval and three returned as denials; neighbor concerns cited past property upkeep and potential impacts on nearby property values. Staff also reviewed earlier action: following a fire on 04/25/2018, a replacement mobile home had been moved onto the site and the planning commission denied allowing it to remain; the Board of Adjustments denied a variance on July 17, 2023, and set a time limit for removal or replatting. In response to commissioners’ questions, staff said there had been multiple requests over the past 12–15 years for the owner to clean up the property but no formal citations had been issued.
As a condition of approving the rezoning, staff said the owner will be required to provide hard surfacing to the lots within a three‑year period. Staff described enforcement options if the requirement is not met: the city could pursue code‑enforcement fines or the city could perform the required hard surfacing and attach the cost to the property.
Commissioners moved and approved the preliminary plat and the zoning change by voice votes. The approval preserves the two mobile homes under the Mobile Home 1 zoning the owner requested, subject to the three‑year hard‑surfacing requirement and any other standard conditions the city applies.
The matter was presented by city staff and related to prior Planning Commission and Board of Adjustments actions; no additional construction plans were submitted as part of this application, and next steps include final platting and any building permit reviews required if the owner proceeds with construction or upgrades.
