Brandon Kilgore, owner‑operator of Branson’s Resort and a partner in Beads LLC, told supervisors he aims to develop a waterfront project he said would “rival the Riviera and Lake Havasu,” with 13 waterfront lots and 11 interior lots. He said the project is in advanced partnership talks with a builder and that the Planning and Zoning Commission unanimously recommended approval at its May 1 meeting.
County staff said public notice was posted and no public comments were filed for the docket; during the board discussion one supervisor noted the project is likely to produce high‑end homes rather than workforce housing. “Is any workforce housing anticipated here?” a supervisor asked; the candidate response was that workforce housing is not expected.
After a motion to approve was made and seconded, the board took a voice vote and adopted the rezoning ordinance as requested. The approval allows the applicant to work with the assessor’s office to generate a new parcel number and proceed with the subdivision and development process under county rules.
The board did not attach conditions requiring affordable or workforce units; supervisors discussed that the development is market‑driven and will likely produce high‑end homes rather than workforce housing.
