Ogden Valley planning commissioners approve 100,000‑gallon water tank for Arrowleaf subdivision

The Ogden Valley Planning Commission voted unanimously to approve a conditional use permit for construction of a 100,000‑gallon water tank to serve the nine‑lot Arrowleaf subdivision in Liberty.

Staff presented the application, saying the tank would supply both culinary and secondary water and that the applicant has already received administrative approval for the nine‑lot subdivision. "This will be a hundred thousand gallon water tank for both culinary and secondary water purposes," the presenter said, and staff added that the applicant has drilled two wells and "they've shown sufficient water rights for all 9 of those lots for both culinary and secondary purposes." The approximate site was described as 4675 North 2900 East in Liberty.

The permit application calls for the tank to be mostly buried, with native landscaping and access easements shown on the subdivision plat. Staff told commissioners the Weber Fire District had reviewed the plan and that the tank would help meet fire‑district requirements. Staff also noted that any exterior lighting associated with the project must comply with the county lighting/dark‑sky ordinance and that lighting will be reviewed at the building‑permit stage.

A commissioner moved to approve "CUP 2024‑07, request for approval of a conditional use permit for construction of a hundred thousand gallon water tank for potable water to serve Arrowleaf subdivision consisting of 9 lots," subject to staff recommendations and the conditions in the staff report. Another commissioner seconded the motion. After brief discussion about whether making lighting a specific condition could conflict with future ordinance changes, staff advised the commission that projects are governed by the ordinance in effect when the applicant pulls a building permit.
