Commissioners discussed enforcement and whether to allow limited outdoor storage of "in‑process" vehicles while repairs await parts.
The applicant, Brian Probst, told the commission he wanted the business to succeed and said he would comply with reasonable conditions while noting some repairs require parts backordered for weeks. "If that's what we need to do, that's what we need to do," Probst said, adding he expected most projects would complete within about 30–60 days.
Commissioners debated a specific time limit and who could be required to clear existing outdoor storage on the shared property; staff and the applicant clarified that the new permit would apply only to the applicant's portion of the building and that coordination with neighboring tenants and code enforcement would be required where prior violations existed.
A motion to approve the permit limited the formal conditions to two items: the applicant must obtain a business license before commencing operations, and all waste automotive fluids must be stored and disposed at an appropriate facility. Other staff recommendations were not included in the motion. The commission voted to approve the permit (motion passed unanimously).
The applicant may still be required to work with county code enforcement regarding any existing outdoor storage on adjacent bays that are not part of his lease; commissioners noted that separate leases and tenant responsibilities make blanket cleanup of the entire rear area impractical. The permit approval requires any further agency reviews identified in the staff report to be satisfied before business operations begin.
