Lead commission approves multiple ordinances, appointments, demo permit and audit report
Summary

In a single regular meeting the Lead commission approved a slate of administrative and regulatory items Oct. 7, including appointments, permits, multiple ordinance changes, procurement actions and the 2023 audit.
Appointments and permits: The commission appointed John Ullman to the Planning & Zoning Commission and Levi Wilson to the comprehensive plan committee; both motions carried by voice vote. The demolition permit for 116 Kirk Road was approved after planning and zoning recommendation (SEG 468-482; SEG 492-512; SEG 611-619).
Ordinances and regulations: The commission approved a series of ordinance amendments on first reading that affect speed limits (Ordinance 11-07-24), snow-removal rules and snow-route enforcement (Ordinances 11-08-24 and 11-09-24), parking alignment and curb-distance requirements (Ordinances 11-10-24 and 11-11-24), and penalty updates raising certain Class 2 misdemeanor fines to match state levels (Ordinances 11-12-24 and 11-13-24). The police chief briefed the body on the changes and commissioners debated location-specific impacts before approving the measures by voice votes (SEG 1896-1975; SEG 2049-2211; SEG 2211-2340; SEG 2347-2394).
Procurement and projects: The commission determined sealed proposals would be accepted for the Miners Avenue wall repair project to expedite winter work and authorized sealed bids for the Park Avenue waterline through Oct. 21, 2024. The motion to accept sealed proposals and the motion to accept sealed bids both passed (SEG 1760-1830; SEG 1831-1866).
Tree grant and parks: Staff described a $5,000 matching tree-planting grant that would require a city cash match of $6,553 plus roughly $24,307.50 in in-kind labor and equipment; commissioners debated tree counts and placement near the pickleball and skate facilities. A motion to submit the application with a $5,000 city-cap failed for lack of a second (SEG 621-1031). Staff will return with revised proposals if the commission directs.
Audits and finance: The commission approved payment of bills totaling $318,499.13 for the session and accepted the 2023 audit report, which again noted limited segregation of duties typical in small municipalities (SEG 1867-1885; SEG 2396-2471).
