Elmwood Park council confirms municipal judge, adopts two ordinances and approves consent agenda

Elmwood Park’s mayor and council confirmed Giuseppe Randazzo as the borough’s municipal judge and adopted two municipal ordinances during their Dec. 19 meeting, while tabling a proposed shade-tree ordinance and approving a multi-item consent agenda.
Mayor Robert Colletti presented Resolution R-385-24 to appoint Giuseppe Randazzo as municipal judge for a three-year term beginning Jan. 1, 2025, with compensation not to exceed $45,000. The council moved, seconded and approved the appointment on roll call, with one member recorded as abstaining.
Council then took up ordinance 24-25, an amendment to borough code section 4-34.2 to allow an additional towing license. The council opened the public portion, heard no comments and adopted the ordinance on final reading by roll-call vote.
The council also adopted ordinance 24-26, adding borough code section 26-13 to require private salt and de-icing material storage that prevents exposure to stormwater. The public portion drew no speakers and the ordinance passed on final reading.
Council members debated ordinance 24-27, a repeal-and-replace of chapter 21 (Shade Tree). Several members said the draft left key items — notably application fees and planting procedures — listed as 'to be determined' and recommended waiting for the borough engineer’s input. After discussion, a motion to table the shade-tree ordinance passed on roll call.
On the consent agenda, the council approved payroll and bills; awarded professional services for borough park phase 2 improvements to Alignment Group; approved Cherry Hill Park paving; authorized tax-exemption and tax-refund resolutions for disabled veterans; authorized a grant agreement; and approved other routine items including block-party permits, transfers and release of a performance bond. The consent agenda passed with a few members recusing themselves on specified items.
The meeting record shows motions, seconds and roll-call tallies for each formal action and notes that several items (park improvements, paving, and grant authorizations) were included in the consent package.
The council recessed for a short public-comment period and later returned to conclude business; further review of the shade-tree ordinance will await additional details from borough staff and the engineer.
