Milford rejects tree‑chipping bids after landfill refusal, will rebid hauling to landfill

Milford City Council voted to reject existing bids for chipping and removal of a large tree limb pile and instructed staff to advertise a new proposal requiring contractors to haul limbs directly to the county landfill.
City staff explained the landfill operator told the city she would not accept wood chips for storage because chips must be buried and monitored for 30 years. "If tree chips are brought in to his landfill, he has to actually bury them and then absorb them for 30 years and sit on them," staff relayed quoting the landfill operator. Two earlier offers for chipping/hauling were roughly $22,000 and $11,500, but landfill constraints prompted reconsideration of the specification.
A member of the public, Bill, asked whether the city could self‑issue a burn permit to dispose of the pile. Staff said contractors advised against burning now because wind and moisture could produce incomplete burning and smoke nuisances; the city is concerned about community impacts of a large open burn.
Council member Ian moved to reject the prior chipping bids and to rebid with a due date of Dec. 12, 2024, at 2 p.m., requiring hauling to the landfill and completion within 30 days of award; the motion was seconded and carried on a voice vote.
Staff will advertise the rebid, coordinate with the landfill to confirm disposal logistics and any fee waivers, and return bids for council consideration at the Dec. 12/17 bid opening and subsequent meeting.
